The issues of increasing benefits and pensions remain relevant for many citizens of our country. Most older people have difficulty making ends meet, and it is especially important for them to know whether pension increases are expected in 2018 and what percentage the indexation of pensions will be.

Several years of economic crisis have led to the fact that recently the benefits received by disabled citizens have difficulty covering the existing level of inflation. For several years, the coefficient of the insurance part of the benefit did not change, which is why they remained at the same level.

Already at the end of 2017, the Government started talking about changes in pension reform that await us this year. The new law on pensions has not yet been adopted, but quite a few amendments have been made to the current one. The changes will only affect the retirement age.

Starting this year, government employees will retire a year later: men at 61 and women at 56. This will gradually be extended to all workers, and the age will increase over time by several more years.

The minimum length of service for those applying for a long service bonus will also change. Now it must be at least 16 years old.

How much will pensions increase in 2018?

The pension increase was discussed at the end of last year. Every year, the government indexes benefits to ensure that they meet the current needs of citizens, taking into account inflation and the average salary. The approximate amount of inflation is calculated by the Ministry of Finance, and in accordance with this, a recalculation is made in February.

However, due to the difficult economic situation in recent years, the benefits of working pensioners have not been indexed, and last year, instead of recalculation, everyone was paid 5 thousand rubles at a time.

Now the situation has stabilized a little, and the government “remembered” the need to at least slightly “tighten up” government subsidies for unemployed citizens to the required minimum. According to experts, it was initially assumed that inflation in 2017 would be 3,7% , and pensions were to be indexed to 4% . But by the end of the year its level decreased and amounted to 3,2% .

From January 1, 2018, benefits for 3,7% . This was done a full month earlier than usual, and above the inflation rate at that time, in order to implement a real increase in pensions in 2018.

In addition, according to the decision adopted in December 2017 Law No. FZ-420, the value of the coefficient of the insurance part of the pension has changed. Its cost has been increased by 1,037% , which corresponds to 81.49 rubles, instead of 74 rubles, as before.

The fixed payment, which is added to the insurance part, will also increase slightly. From this year it is equal 4982.9 RUR.

As a result of all the increases and allowances, the average pension is now approximately 14,137 rubles. This is 60% higher than the cost of living for an elderly non-working person.

In the future, over the next few years, the government plans to carry out indexations in 4% . The fixed pension payment in 2018 is also changing.

How is pension calculated in 2018?

It is worth immediately noting that the indexation of pensions in 2018 will again not affect those people who, having reached retirement age, continue to work. Their benefits will still remain unchanged until at least 2019. The government believes that working people have more opportunities to increase their income, regardless of the level of monthly financial assistance from the government.

In August, such employees usually receive a recalculation of the insurance portion of their benefits. Consequently, its increase is possible only by increasing the value of the coefficient. Since he is now 81,49 , then the required number of points will be multiplied by this amount.

Since it is limited to 3 points, then, accordingly, the new coefficient (81.49) will be multiplied by 3. If a person decides to stop working, then his pension is recalculated taking into account the latest changes, starting from the date of dismissal. If paperwork and recalculations take some time, then he will be compensated for all benefits during this time.

Second stage of promotion

This year the increase is carried out in two stages. The second happened quite recently - on April 1. From this day on, all social benefits will be recalculated. This applies to pensions for disabled children, military veterans and all other citizens receiving benefits from the state. They will be increased by 2,9% .

Gradually, in the future, it is planned to increase them to 3,9% And 3,5% . This time, all social payments will be indexed, including for working pensioners. It is worth keeping in mind that all benefits paid cannot be lower than the amount that is the average cost of living in the region where the pensioner lives. If for some reason the benefit does not reach this level, then the social security authorities are required to make additional payments monthly to bring it up to this amount.

Increase in pension supplement in 2018 for beneficiaries

In our country there is a special category of pensioners who, in addition to the required monthly allowance, enjoy certain benefits. This may be due to their professional activities, health status, or the performance of particularly important or complex government tasks.

Benefits are available to veterans of combat and labor, disabled people, Heroes of Russia, etc.

They are provided with a pension supplement - a monthly cash payment, as well as a special set of social services, which includes the right to free travel, treatment in sanatoriums and travel to and from the place of treatment, and free provision of medical supplies as prescribed by a doctor.

Beneficiaries can take advantage of either these measures (listed above) or ask for monetary compensation for them in the form of an additional payment to their pension.

A person can replace the entire package or only part of it with cash. The cost of each service is determined by the government: it is proportional to the monthly benefit that the beneficiary receives, and therefore will be different for each category. Local authorities may also make additional payments to these people.

The increase in social payments in 2018 will affect the amounts of basic payments:

The size of the payment that beneficiaries receive additionally is also indexed in accordance with the inflation rate of the previous year. Since it was 3.2%, the premium should have increased by this amount. However, the government has set a smaller amount. From February 1, all additional payments to beneficiaries were indexed by only 2,5% . The cost of social services has increased in proportion to the monthly payment, and if a person refuses any of them, he receives an additional increase in his pension, which has already been increased since February of this year.

The question of whether there will be an increase in benefits and how much pensions will be indexed in 2018, which worried most of the older generation, was clarified by government actions already at the beginning of the year. Pensions for non-working pensioners increased by 3,7% from January 1, the monetary equivalent of insurance points was changed, bonuses for beneficiaries were increased, and from April 1, social benefits also increased slightly.

All these measures, however, do not apply to working pensioners; their monthly payments remain at the same level and can be increased by very small amounts only by recalculating the insurance part in August.

The legislation provides for an annual increase in pensions and other social benefits for citizens. In 2018, pension indexation will be carried out in three stages, separately for each specific category of citizens receiving such benefits.

But contrary to the law, indexing, unfortunately, is not always carried out. So, for example, in 2017, the increase in the size of such social benefits was replaced by a one-time payment in the amount of 5,000 rubles. Accordingly, in 2018, this lump sum payment will not be made, because... Pension indexation will be carried out in full.

The upcoming indexation of pensions in 2018 is carried out taking into account the increase in the cost of living, determined by the relevant regulations. On January 1, 2018, pensions in Russia were indexed by 3.7%. But at the same time, indexation will be carried out sequentially in three stages for each individual category of citizens who have reached retirement age.

Expected that in 2018, in addition to the January increase, pensioners will receive more help. So, on April 1, 2018, it will be indexed by 2.9%. How much and when will the pension be indexed?

The pension increase in 2018 will be carried out in accordance with the norms of federal law, the funds will be paid from the budget of the Pension Fund of the Russian Federation.

The size of pension payments transferred to non-working old-age pensioners will be increased by 3.7 percent. Accordingly, the average annual pension in the country will be just over 14,000 rubles. It is planned that from 2019, the pension of each pensioner who does not work after receiving such status will be indexed annually by 4 percent.

Average pension in Russia

The average size of pension provision in the Russian Federation, contrary to existing opinion, does not depend in any way on the minimum subsistence level established at the legislative level.

According to Pension Fund calculations, in 2018 the old-age pension will average 14,000 rubles, despite the fact that the cost of living in Russia is set at around 8,500 rubles. That is, thanks to the indexation of payments, the legislator manages to significantly reduce the difference between these indicators, but cannot reduce it to zero.

As practice shows, part of the Russian population does not receive a pension that is sufficient to achieve the minimum subsistence level. In this case, such citizens are entitled to special additional payments, which are also regularly subject to indexation. The increase in labor pensions and such payments is carried out simultaneously.

Will there be a one-time payment of 5,000 rubles?

Last year, the Government failed to index pension payments for citizens, so as an alternative they were offered additional one-time transfers in the amount of 5,000 rubles. All pensioners who submitted a corresponding application in January had the right to receive such an additional payment.

Such a payment is not a procedure for citizens, but rather a necessity to improve their living conditions and well-being. The main reason for introducing this additional support measure last year was the high level of growth in living costs. In particular, at the end of 2016 there was an increase in prices for food and other goods necessary for human life.

Based on the results of studying price increases, the inflation rate will be 3.7 percent. Therefore, there will be no one-time payments, since the legislator is able to carry out indexation of pensions in 2018 in Russia, because he has enough budget to implement such measures.

Indexation of social pensions

At the moment, more than 4 million people have received a social pension in Russia. At the moment, the amount of social security paid to such categories of citizens is just over 8,700 rubles. On April 1, it is planned to increase the size of this payment by 4.1 percent.

Social pensions are also paid to disabled people, for whom an increase is also planned. At the moment, the maximum amount of such payment is 13,000 rubles, which can also be increased by 4.1%.

The increase in pensions will be made only in the spring of the coming year, since such pensioners are included in the second priority.


Will there be indexation of pensions for working pensioners?

Now there are 43,000,000 pensioners in the Russian Federation, and about a third of them continue to work even after receiving this status. According to the legislation, indexation of pensions for working citizens is not carried out.

However, a citizen who has reached retirement age has the opportunity to receive an increase in the amount of such payment. But this is possible only after his dismissal from his official place of work.

Having considered what changes await pensioners’ pensions in 2018, we will briefly describe how these payments will be calculated and accrued this year, as well as what their minimum amount will be in the regions of the Russian Federation.

Indexation of payments in 2018

This year, the size of the insurance part of the pension was increased by 3.7%, which is higher than the inflation rate in 2017. Thus, the average annual amount of old-age payments for working pensioners in 2018 will be 14,075 rubles, for non-working pensioners - 14,329 rubles.

Please note that the insurance portion of payments in the specified amounts will be transferred to the citizen only if certain conditions are met, in particular, the required minimum length of service and the number of accumulated pension points. Indexation of payments after dismissal

Let us remind you that the recalculation of pensions for working pensioners has been suspended since 2016. That is, while the pensioner is working, he receives the insurance portion without taking into account annual indexation, but after he resigns, the pension is paid in full, taking into account all indexations that occurred during the period while he was working.

Changes to pensions in 2018 also affected the procedure for recalculating this payment after dismissal. The period after dismissal, during which the now unemployed pensioner was re-indexed, as before, is 3 months, but in 2018 the citizen will be compensated for these months.

Conditions for receiving the insurance part of the benefit in 2018

As mentioned above, in order to receive the insurance part of the benefit, a citizen must fulfill the conditions for the minimum amount of work experience in one place of work, in 2018 it is at least 9 years, and the amount of pension points - at least 13.8.

Maximum points

Just like last year, in 2018 there is a limit on the maximum number of points that can be earned during the year. For citizens who have not reached retirement age, pension points in 2018 cannot exceed 8.70; for working pensioners - no more than 3.

New type of payment

Starting in 2018, a new type of payment has been introduced in Russia - a social pension for children whose parents have not been identified. This payment was introduced to equalize the rights of children receiving survivor pensions and children whose parents are unknown (foundling children). Previously, this category of citizens did not have the right to payment for the loss of a breadwinner, since they did not lose their parents, but simply did not know who they were. Since 2018, this inequality has been eliminated.

However, after the new year, Federal Law No. 134-FZ of July 1, 2017 came into force, according to which a pensioner who quit after January 1, 2018, pension benefits are recalculated taking into account all indexations missed during work and are paid in an increased amount from the first day of the month after termination of employment.

At the same time, a citizen will not immediately feel the increase in pension, because the process of additional accrual, as a rule, takes three months. This is due to the “technical” features of presenting information:

  • in the first month after dismissal, the Pension Fund receives information from the employer that the citizen is still listed as employed;
  • in another month the employer will transmit information that the citizen is no longer working;
  • and only in another month will the Pension Fund of the Russian Federation decide to resume indexation.

Thus, only after three months the pensioner will receive his fully indexed insurance pension. And monetary difference between the previous and the current (indexed) payment amount - for all three months of renewal of indexation, during which he did not work.

Latest news and changes

As noted above, in 2018 some changes were made to the pension system. First of all, innovations concern insurance pensions:

  • firstly, in 2018, the indexation of insurance coverage was carried out a month earlier than expected - on January 1;
  • secondly, the procedure for calculating the old-age pension after the dismissal of a working pensioner from work has changed - the period remains the same (3 months), but now the citizen will be able to receive money for these months, representing the difference between the previous payment amount and the amount after taking into account all indexations , starting from the next month after dismissal.

The changes also affected social security. A new type of pension was introduced - social pension for children whose both parents are unknown(in other words, for “foundling children”).

  • At the same time, some issues were avoided by the changes in 2018. So there is still insurance coverage for pensioners engaged in working activities.
  • in 2018 is also relevant (in general it has been extended at least until 2020 inclusive). However, it is worth noting that the formation of pension savings is suspended only when insurance contributions are paid by the employer; depositing funds into your account in the form of voluntary contributions is not prohibited.

Will there be a one-time payment of 5,000 rubles to pensioners in 2018?

In January 2017, all pensioners in Russia, regardless of whether they work or not, received 5 thousand rubles. This amount was paid only once and was not an addition to the monthly pension.

This measure was introduced by Federal Law No. 385-FZ of November 22, 2016 due to the fact that in the previous 2016 the indexation of pensions was not carried out completely (by only 4% instead of 12.9%). Thus, having paid each pensioner 5,000 rubles, the Government decided to compensate citizens for the “under-indexed” funds for 2016.

In 2017, the situation changed - the total indexation of pensions was 5.8%, which exceeded the level of actual inflation (5.4%). In this regard, the Government has no grounds for re-introducing this measure in 2018, and re-lump sum payment in the amount of 5 thousand rubles will not be available.

How many points and insurance experience do you need to retire in 2018?

In accordance with the legislation of the Russian Federation, since 2015, the pension rights of Russians have been formed in pension points (IPK - individual pension coefficients). Will the retirement age increase in 2018 in Russia?

The topic has been worrying Russians for many years now. At least, no increase expected in 2018. However, there is no guarantee that the retirement age will not be increased in the following years, including starting from January 1, 2019. Various options for raising the old age pension age have been officially considered by the Government since the spring of 2018.

Despite the fact that in other countries the age for retirement has long been higher than generally established in Russia (for example, in Germany - by 5 years), and in the CIS countries this initiative has already been supported (in Belarus and in Kazakhstan by 3 years - an increase is taking place gradually for six months every year), the majority of Russian citizens relate to this sharply negative.

People's indignation over raising the retirement age is not surprising. The government wants to raise the bar, based on the fact that many pensioners continue to work after receiving security, thus increasing their working age. However, most of the working pensioners are forced to continue working because their pension is not enough to live on.

Legislative decisions of the Government of the Russian Federation provide for an increase in pension and social payments every year. In December, the Pension Fund (PF) announced the indexation of pension accruals for retired citizens who do not have additional income from work. What will be the real increase in pensions for non-working pensioners in 2018 and when can citizens who have rightfully deserved a vacation be expected to receive such an increase?

What is pension indexation

It is known that pensions are indexed by the Government in order to implement nationwide measures, the purpose of which is to improve the quality of life of Russians and compensate for price increases. When talking about indexation, it is necessary to distinguish this term from the recalculation of pension insurance payments, especially since these concepts are often confused. Indexing affects exclusively non-working pensioners, and recalculation of accruals is provided for working pensioners.

If an elderly person continues to work and receives a salary, the recalculation depends on the transfers from his employer. Upon dismissal, all indexations that occurred during his work are taken into account and after 3 months the amount of pension benefits increases by the required coefficients. There is no need to apply for such promotions yourself. The territorial bodies of the Pension Fund independently carry out the calculations.

In discussions about reform, the State Duma believes that working pensioners do not need indexation of insurance coverage, explaining this by a shortage of money in the funded part. As a possible way out of this situation, to replace the frozen pension savings of NPFs, an application for discussion of the implementation of the IPC (individual pension capital) system is proposed, which would relieve the burden on the budget and increase provision for everyone.

Average pension in Russia

The average annual pension amount does not depend on the cost of living. According to calculated data from the Pension Fund of Russia, payments to old-age pensioners in 2018 will amount to 14 thousand rubles. on average, while today the pension subsistence minimum is 8,496 rubles. Through indexation, the Government of the country significantly reduces the difference between these indicators. Some older Russians receive benefits below the minimum subsistence level. Such citizens are entitled to special additional payments, which are also regularly indexed simultaneously with labor pensions.

Legal regulation

Supplements for payments to non-working pensioners in 2018 are established in accordance with the main legal documents in this area: the laws “On Insurance Pensions” No. 400-FZ and “On State Social Assistance” No. 178-FZ, which provides for an annual increase from February of fixed insurance payments, pension coefficient and social surcharges on the consumer price increase index of the past year. This amount is set by the Government of the country, and the source of funds is the budget of the Russian Pension Fund.

The cost of the coefficient every year from April is determined by the law on the budget of the Pension Fund of the Russian Federation for the current and next period. To implement indexing in 2018 under a special regime, it was necessary to make changes to this legal area: a law was developed and considered by the State Duma simultaneously with the law on the Pension Fund budget. At the end of 2018, on December 28, the President signed Law No. 420-FZ dated December 28, 2017, which approved the specifics of increasing the insurance pension for the next year. The PF budget for 2018 was adjusted by law dated December 19, 2016 No. 416-FZ.

Increasing pensions for non-working pensioners

According to the new legal norms, indexation is provided for all grounds for assigning insurance pensions - old age or disability, loss of a breadwinner. It will be produced at an accelerated pace, taking into account the excess of expected inflation in 2018. The goal is to provide a more tangible increase in income for non-working pensioners in the new year. At the same time as the indexed insurance part, the cost of the pension coefficient (point) will increase.

The provision of social pensioners will not be left without an increase. This group of people includes disabled people, WWII veterans, certain categories of dependents and Russians who were unable to earn the required number of years of work (insurance) service by retirement age. For such categories, legislative changes clarify that the final material support of a pensioner citizen must be no less than for the previous year (taking into account the current year’s social benefits).

The upcoming indexation is provided only for non-working elderly people, and working pensioners are expected to provide for themselves. They are scheduled to receive an increase based on the points they earn starting in August. Experts consider this approach not only erroneous, but discriminatory and socially unfair. Many pensioners work for a small income that does not cover rising prices, and are deprived of indexation. According to the law, after leaving work, such citizens wait 3 months for the indexed increase. In 2018, they will already receive an increase in benefits after dismissal from the 1st month.

Indexation percentage

The size of the increase in social security will be 4.1%.

When will the pension be increased?

Previously, insurance (labor) pension accruals were indexed from February 1, but in 2017 the coefficients were replaced by a one-time compensation payment of 5 thousand rubles. The innovations of Law No. 420-FZ are not only recalculation, but also changes in payment dates. It was decided to increase the increase ahead of schedule from January 1, 2018 and once. The effect of the relevant rules on additional annual increases has been suspended until 2018. Federal beneficiaries will begin to receive indexed payments from February 1, the size of their increase takes into account the inflation forecast - 3.2 percent.

Individual pension coefficient in 2018

The legal basis for pension provision is reviewed every year. In 2018, to assign an insurance pension to a Russian, a work experience of 9 years or more is required. To calculate pension payments, all the rights of a retired citizen are taken into account, converted into points: the length of his work activity; wage; employer insurance contributions. To acquire the right to an insurance pension, you need to have a total of 13.8 points. Such coefficients (pension points) have also been increasing since January, along with general indexation from 78 rubles. 28 kopecks up to 81 rub. 49 kopecks

Indexation of fixed payment

The slowdown of inflation processes in Russia allowed the Ministry of Economic Development to predict a decrease in the price index. Pension indexation funds have already been included in the country's budget in a higher amount of 3.7-3.8%, which corresponded to the early inflation forecast. The government decided to implement the increase by 3.7 percent and do it ahead of schedule by one month. As a result, the fixed payment is indexed by a factor of 1.037 times (in the amount of 4982.9 rubles) and the average annual amount of security accrued for old age is projected at the level of 14075 rubles.

Military pension from January 1, 2018

Former military personnel, like other persons with pensioner status, hope for an increase in state material payments and expect an increase in the so-called “reduction coefficient” for calculating their pensions. At the same time, the Government of the country decided to freeze the reduction coefficient and return to considering the issue of increasing it during the execution of the budget.

So far, along with the indexation of pensions for non-working pensioners in 2018, the provision of military pensioners is indexed by 4 percent. Their average increase will be about a thousand rubles, from 24,500 to 25,500 rubles. This will happen not from February, but from January 1, as for civilians. In addition, the President established that indexation should be carried out every year for military employees of the Prosecutor General’s Office and the Investigative Committee, with the establishment of a monthly additional payment for the rank. These innovations take effect from 02/01/2018.

The purpose of the changes is to increase social protection for employees who have left the Prosecutor's Office or the Investigative Committee. Until 2018, military prosecutors and investigators were subordinate to the Ministry of Defense, and then they became part of the staff of the Prosecutor General’s Office or the Investigative Committee. As a result, there was a difference in the provision of such pensioners. The exact amount of increase for them depends on the rank (title) upon dismissal from the authorities.

Increase in social pensions from April 2018

The introduced amendments to pension law also affected social pension payments. Provision is made not only for the indexation of pensions for non-working pensioners in 2018, but also for working persons in this category who receive a social pension from the state. It will be 4.1%. The increase period is set from 04/01/2018. Social pensioners will be paid additionally up to the subsistence level.

According to the state statistical service, in a number of regions of the country the minimum subsistence level of a pensioner has decreased, which, as a conclusion from the current legislation, entails a reduction in social security payments, but with the latest legal innovations this will not be allowed. It was decided that the total financial support of a pensioner citizen should be no less than last year (taking into account current additional payments and benefits).

How much will pensions be indexed?

Currently, over 4 million people receive a social pension. The growth percentage for them will be 4.1 versus 1.5 percent in 2018, and the average pension social payment will increase to 9,045 rubles, whereas previously social security from the state was 8,700 rubles. The pension increase in 2018 for non-working pensioners of this group will be carried out in the spring of the coming financial period: these pensioners are included in the 2nd stage of indexing.

Indexation of social benefits for disabled people

The state also pays social pensions to disabled people, who are also scheduled for an increase. Such indexing will be carried out according to the characteristics of disability assignment. So, some people receive 15,000-16,000 rubles, and many who do not have the necessary experience, who have only 5,000-6,000 rubles. These disabled people with incomes below the subsistence level are entitled to additional social protection.

Social pension payments are indexed by 4.1% (for comparison: in 2018 the increase was 1.5 percent). Thus, the average pension for disabled people of the 1st group. from childhood or a disabled child in 2018 will reach 13,699 rubles against the previous 13,026 rubles. It is important that this coefficient is also higher than the predicted inflation level. The size of the final social assistance supplement depends on the group and the reason for receiving disability (see table above).
