Well, those who don’t want to quit just yet have to wait until August 2020. It is in the last month of summer that all working pensioners will receive a traditional, undeclared recalculation of pensions based on the results of the previous year.

The increase in pension as a result of recalculation is individual in nature and depends on the amount of insurance contributions that the employer paid to the Pension Fund for a working pensioner in 2019. Traditionally, it amounts to no more than 3 pension points, that is, no more than 262 rubles.

Who is entitled to a social supplement to their pension?

If non-working pensioners have a total amount of material support that is less than the pensioner’s subsistence level (PLS) in their region of residence, then they are given a social supplement. Thus, the pension is increased to the minimum subsistence level.

Now let’s index the pension, for example, by 6.6%, as will be the case from January 2020. We get P x 1.066 = 7800 x 1.066 = 8314.8 rubles.

Now let’s add 1,046 rubles to the indexed SD pension. We will receive 8314.8 rubles. + 1046 rub. = 9360.8 rub.

It turns out that after the January indexation, the pensioner will already receive 9360.8 rubles.

Who is entitled to an increased fixed payment towards their pension?

A fixed payment is a certain amount that is paid to all pensioners, except military personnel. Its size is the same for almost everyone, regardless of length of service, salary and everything that is taken into account when calculating pensions. This is a kind of analogue of the basic part of the pension.

Many people probably don't even know that their pension benefit includes a Defined Benefit. But in fact, they receive in their hands an amount that consists of an insurance pension + a fixed payment. Anyway, everyone collectively calls it an insurance pension.

The size of the fixed payment is set by the state and is indexed annually along with the pension. For example, from January 1, 2020 it will also be increased by 6.6%, as a result its size will increase from 5334.19 rubles. up to 5,686.25 rubles.

Minimum pension in Moscow in 2020

The minimum income level for a pensioner in the capital, as already mentioned, is of two types:

1. for those who have been registered in Moscow for less than 10 years, this is the size of the Pensioner’s Subsistence Minimum (PMP).
2. for those who have been registered in the capital for more than 10 years - this is the value of the City Social Standard (CSS).

Let's start with the first number.

Supplement to pension up to the Subsistence Minimum

As is known, older people in Russia cannot receive a pension below the average annual Pensioner’s Subsistence Minimum (PMP) in their territory of residence. If the accrued pension is less than this level, then the Regional Social Supplement (RSD) to the pension is additionally paid from the budget. Thus, the pensioner’s income is raised to the value of the PMP.

Let us remind you, by the way, that the rules for providing this very social supplement have changed significantly in 2019. Now the process takes place in 3 stages.

1. First, the size of the increase, which is obtained through indexation, is calculated.
2. Then the pension is increased by a social supplement to the subsistence level (PL).
3. And then the indexation amount is added to the PMP.

For the same reason, it is now difficult to talk about the exact amount of the minimum pension in a particular city. It is slightly higher than the cost of living, but it’s different for everyone – by the indexation amount. However, in this publication we will assume that the minimum pension is conditionally equal to the living wage of a pensioner in his region.

In 2019, the cost of living for a pensioner in the city of Moscow was set at 12,115 rubles. This means that we can assume that the minimum pension in 2019 in Moscow, taking into account the Regional Social Supplement, was 12,115 rubles.

For 2020, the Pensioner’s Living Minimum in Moscow was decided to increase by 3.7% or 463 rubles. The decision on this has already been made by deputies of the Moscow Duma.

In 2020, the cost of living for a Moscow pensioner is set at 12,578 rubles. Accordingly, this figure can be conditionally considered the minimum pension in MSC this year.

But this “minimum wage” is established for those pensioners - Muscovites who have been registered at their place of stay / place of residence in Moscow for a total of less than 10 years.

For Moscow old-timers, a different minimum pension applies. It is adjusted to the City Social Standard of Minimum Income.

Supplement to pension up to the amount of the City Social Standard

What is the City Social Standard in Moscow?

The City Social Standard is the minimum monthly income of a pensioner who has been registered in Moscow for at least 10 years. It was introduced by the Decree of the Moscow Government of November 1, 2011. If the pension of a Muscovite with 10 years of experience is less than the GSS, then he is awarded a special payment from the budget up to the amount of the GSS.

That is, this is approximately the same as the Living Minimum for pensioners registered in the capital for less than 10 years. Only he is taller!

Who is entitled to additional payment?

An additional payment to the pension up to the value of the City Social Standard (GSS) is established for non-working pensioners and certain categories of working pensioners and disabled people registered at their place of residence in Moscow and having a duration of such registration of at least 10 years in total (including the time of residence in the territory annexed to Moscow) .

In 2019, the size of the City Social Standard was 17,500 rubles. Accordingly, the minimum pension was the same for those who lived in the capital for more than 10 years.

It could be assumed that this value would be increased by January 2020, but Mayor Sobyanin decided not to wait until the New Year.

Already from September 1, 2019, the size of the State Social Insurance Fund was increased to 19,500 rubles. Thus, the minimum pension for non-working pensioners with more than 10 years of residence in Moscow is now 19,500 rubles.

Once again, from January 2020, it will no longer be raised, which means the minimum wage for old-time Muscovites will remain at the level of 19,500 rubles.

What about working pensioners?

If non-working pensioners who have lived in Moscow for more than 10 years can qualify for regional social supplement towards pension up to 19,559 rubles. Then their working neighbors, who have had Moscow registration for more than 10 years, receive monthly compensation payment towards retirement. As you can see, the name of the additional payment/payment is different, but the meaning remains virtually unchanged. All the same, pension benefits for both non-working and working people are adjusted to the level of the City Social Standard in the amount of 19,500 rubles.

True, there are a number of restrictions for working pensioners. For example, to receive these payments, the average salary over the last six months must not exceed 20 thousand rubles, etc.

Monthly city cash payment in Moscow

Muscovites have many different social benefits for different categories of citizens: war veterans, disabled people, families with children, etc. But there is one that, in our opinion, also needs to be mentioned in this publication. Although it is not directly related to the size of the minimum pension. This is the City Monthly Cash Payment (CMC).

It can be received by some citizens of pre-retirement age and old-age pensioners living in Moscow who do not receive payments as federal beneficiaries.

It would be logical to expect that in 2020 its size will also increase at least a little. But it was not there.

The cost of living for a pensioner in the Moscow region for 2020 was again set at 9,908 rubles. This is what the deputies of the Moscow Regional Duma decided (Law of the Moscow Region dated September 26, 2019 N 173/2019-OZ).

As a result, the level of subsistence level for a pensioner in the territory of the Moscow Region, and, accordingly, the conditional amount of the minimum pension in the Moscow region for 2020 is equal to 9 thousand 908 rubles.

What about in other cities?

The living wage for a pensioner, which allows one to approximately determine the minimum pension amount, is established annually in each region of Russia. Moscow and the Moscow Region have already been discussed above, but here, for example, is its size in some other constituent entities of the Russian Federation.

From February 1, 2017, insurance pensions of non-working pensioners will increase by 5.4%, based on the increase in consumer prices for 2016.

The corresponding resolutions No. 35 and No. 36 of December 19, 2016 were adopted by the Government of the Russian Federation. According to Rosstat, inflation in 2016 was 5.4%, and insurance pensions of non-working pensioners are indexed exactly by this amount. Indexation of pensions to the level of inflation for the previous year will ensure the preservation of the purchasing power of the insurance pension of non-working pensioners.

Let us recall that from January 1, 2015, pension indexation is carried out in accordance with the new procedure - through indexation of the value of the pension coefficient and fixed payment. The cost of the individual pension coefficient (pension point), taking into account which insurance pensions are assigned, will be 78.28 rubles (before February 1, 2017, its amount was 74.27 rubles).

Together with the insurance pension, the fixed payment (analogous to the basic part of the pension) will increase by 5.4% and will amount to 4,805 rubles 11 kopecks for recipients of an old-age insurance pension on a general basis and 9,610 rubles 22 kopecks will become a fixed payment in an increased amount for citizens who have reached 80 years of age, and disabled people of group 1.

As a result of indexation in 2017, the average size of the insurance pension in the Novosibirsk region will be 13,191 rubles (an increase of 673 rubles), and the average size of the old-age insurance pension will reach 13,468 rubles 50 kopecks, increasing by 690 rubles compared to 2016.

Indexation will affect 753 thousand pensioners in the region (92% of all recipients of pensions in the region through the Pension Fund of the Russian Federation).

Thus, from February, the Russian Pension Fund will switch to paying 5.4% increased for all types of insurance pensions: for old age, for disability, and for the loss of a breadwinner to non-working pensioners. In accordance with current legislation, working pensioners are paid pensions without taking into account indexation. Upon termination of employment, the pension will be paid taking into account all indexations carried out.

The ratio of the average insurance pension in the Novosibirsk region after indexation to the pensioner’s subsistence level will be 159%, the ratio of the old-age insurance pension to the pensioner’s subsistence minimum will be 162% (the pensioner’s subsistence minimum is 8,300 rubles).

Over the past 5 years, the average size of labor (insurance) old-age pensions in the Novosibirsk region has increased by more than 4.2 thousand rubles.

The next increase in pensions is expected from April 1, 2017. This will be an increase in the size of social pensions and state security pensions, taking into account the growth rate of the cost of living of a pensioner in the Russian Federation over the past year. The increase index will be established by decree of the Government of the Russian Federation.

From August 1, insurance pensions will be recalculated for working pensioners, taking into account the contributions that the employer paid for them in 2016.

From February 1, the funeral benefit will also increase by the indicated index (5.4%). Its size will be 6,774 rubles 70 kopecks. This benefit is paid by the Pension Fund of Russia in the event of the death of non-working pensioners.

Also, by the specified index (5.4%), there will be an increase in the monthly cash payments (MCP) received by federal beneficiaries. The increase in payments will affect disabled people of all categories, war veterans, residents of besieged Leningrad, combat veterans, Chernobyl survivors and a number of other categories totaling 227 thousand people. The size of the monthly cash payment depends on which category the beneficiary belongs to, therefore the amount of the increase will be different. For example, the amount of EDV for war participants (if they refuse the social package) will be 3,790 rubles 57 kopecks, and 2,741 rubles 60 kopecks when receiving all services in kind.

At the same time, from February 1, the cost of a set of social services will increase and amount to 1,048 rubles 97 kopecks. The set of social services includes: provision of necessary drugs for medical use according to prescriptions for drugs, provision of vouchers for sanatorium-resort treatment if there are medical indications, free travel on suburban railway transport, as well as on intercity transport to the place of treatment and back.

The Pension Fund of the Novosibirsk Region will allocate an additional 368 million rubles for the upcoming indexation in February. Expenses for the payment of pensions and other social benefits in general for February will amount to more than 10.7 billion rubles.

Pensioners who are officially employed - that is, those for whom the employer paid contributions to the Pension Fund in 2018 - will receive a small additional payment on August 1, 2019. The pension will be increased by the amount of pension points earned in 2018, but no more than three will be taken into account. Moreover, the price of the point that was recorded in the year when the citizen reached retirement age is taken into account. The maximum increase, therefore, will be only 244.47 rubles: last year, the pension point cost 81.49 rubles.

When will the pension indexation take place?

Pensions for citizens who continue to work can be indexed only after the end of their working career, but the Pension Fund of the Russian Federation will take into account all indexations missed during the work. Payments in an increased amount will be accrued immediately after the pensioner resigns, but he will be able to notice the real increase only after 3 months - this is due to the peculiarities of reporting to the Pension Fund.

According to the latest data, out of 42 million pensioners in the country, more than 15 million people continue to work. Accordingly, the abolition of indexation for working pensioners will give the state good savings. At the moment, employed citizens have the opportunity to increase their pension only through recalculation, which is done annually by the Russian Pension Fund. However, with the new federal law on the transition to a points system, the rights of working pensioners have been noticeably limited. According to the Federal Law, the size of the pension level depends on the accumulated points, with one point equal to 74.24 rubles (in 2016). Considering that a working pensioner can accumulate only three points during the year, the increase in his pension will be a little more than 220 rubles.

The State Duma in Moscow is currently discussing the possibility of giving working pensioners the right to choose: to refuse the August recalculation of pensions in exchange for a future increase. Thus, deputies hope to save the Pension Fund up to 12 billion rubles. Meanwhile, the latest news reports that the Ministry of Labor plans to reduce the cost of living of a pensioner by three hundred rubles.

Meanwhile, the first full indexation of pensions will occur on February 1: insurance pensions will increase by 4%, and the increase in social pensions will occur in April. The decision on the second wave of indexations will be made at the beginning of the second half of the year, and how many percent the increase will occur depends only on the economic situation in the country.

By what percentage will military pensions be indexed?

The level of growth of social payments to military pensioners has not yet been determined. On the one hand, the size of their monetary allowance is slowly but growing. On the other hand, the average level of military pension is 21 thousand rubles, which is much higher than the amount of the insurance pension. Russian President Vladimir Putin has repeatedly said that increasing pensions should affect all categories of citizens. In addition, he demanded that a one-time payment of 5 thousand rubles be made to military pensioners. However, at present, the indexation of military pensions is frozen for one year - the corresponding law (No. 430-FZ of December 19, 2016) has already entered into force.

The moratorium applies to the following citizens (and members of their families) who served:

  • Armed Forces of the Russian Federation;
  • institutions and bodies of the penal system;
  • drug control authorities;
